Title of the song is "Born this way". Everyone is born naked so it would be in the least weird to see her overly dressed singing about her birth lol.

Though I can picture how that can make people uncomfortable lol

I didn't find the clip to be that out of place as you mention. She is looking sorta freaky, specially when she's at some sort of failed embryos lab. Though a fan of Gaga, I think she's a little bit ugly, and she made herself uglier in this video, which kind of portrayed the messagew of the song imo, which is about not being embarrassed or feeling guilty/bad for who you are, even if you don't have all those positive traits for society perfect standards and even have some "negative" traits that leave you vulnerable for discrimination, but actually be proud of it and she seems quite proud to portrait herself as someone ugly/monster in the video. Even the "bad" guys in the video, which is her with skeleton make up don't seem embarrassed for being monstrous, so the video does portray some of what the song lyrics talk about (something like, to us who watch it, she's some ugly freaky ridiculous skeleton who makes us go "wtf ridiculous", but the skeleton doesn't give a damn if it looks ugly, because she has another skeleton as ugly as herself by her side and she just enjoys her time without regrets of thinking what will other people say about it). It would definitely be out of place if she portrayed herself beautifully and delicately, without all the grotesque part, talking about being proud of already being born in a way the majority of society already accepts without any effort.
