I'm just going by the HD releases of others' concerts from 1999 and 2000 as well as the footage we've seen from the ayumi hamasaki 10th anniversary LIVE compilation that was in HD.

Of course, not all of them are. It's a bit strange how concert tour 2000, DOME TOUR 2001 and STADIUM TOUR 2002 are in 16:9 and others afterward are 4:3.

The part 2 had more recent concerts and only AT03-04 was in 4:3.
