Katy never said anything. Infact, she kept this secret project a secret, until Bilboard, MTV, and etc. released those articles mentioning there would be a re-release. And yeah, it is a re-release, according to reliable sources (Billboard, MTV, etc.)

I'm not too familiar with what Muzu TV is, but I read that it's kinda like vevo, and only certain people can upload videos on this site. So maybe someone from her record label uploaded the coming soon video for Part of Me. I hope it's true!
