This time, it might have to do with the product itself. The artwork is one. The PVs are another. The songs (besides for the middle section and HBYA) and not tracks where people would turn to Ayu to hear. And I daresay Timmy's face being plastered in everything is probably turning away Japanese fans as well.

Definitely agree that all of those were probably reasons for the decline in sales. FIVE had more promotion though, especially with progress being in a popular game and performed on TV (even Kouhaku). But also like you said, the quality has to have come into play as well. Every song on FIVE had a PV that was infinitely better in production quality than any of PQ's except Return Road. FIVE was also quite a bit cheaper because it was a mini-album yet still had just as long a DVD (one more PV and making-of than PQ's actually), which could have also factored into it.
