She said on Koda Gumi that it was her idea to adopt a sexier image, but I've seen some people saying it was actually a suggestion of a dancer of hers.
I gotta aggree with Kaled about her image transition, but I think that the scandal just speeded up a process that had started, I mean, after second session, Kumi started slowly to get more in touch again with what she was working on, and she even compose a track on Black Cherry, and the whole Kingdom concept shows how she was already taking control over herself in avex. I think that's natural for artists who become successful, they have a phase in which they are controlled but they feel the urge to "be free", and then they slowly take control of their careers [or sometimes just they give it up lol]. If they ever succed with this independence, that's up to them, some managed to do so, some didnt.
