They probably applied....remember that one piece of news wayyyyy back when they announced some sort of study abroad thing for the members? But they had to apply....so if anything, this should have been Sae's choice.
But all that is irrelevant to me. They broke AKB48. They really broke it this time. He went one step too far. And worse this basically neutralizes Sashihara's punishment...it's like oh hey, look it's okay to be moved around from group to group even if you're not a $lut, so it's fine.
