Dearest had 11 tracks with remixes/versions of four different songs.

The rule is if the single has more than four original tracks it's not counted as a single (see EXILE's Fantasy single). LOVE has three original tracks.
actually the rule is: the boundary between EP and album classification at 25 minutes of length or four tracks (not counting alternative versions of featured songs, if present).

This release is a mini because it will be longer then 25 minutes...
As for Kuu.. that single should of been a mini... manly because it had f tracks... but the other three were just on the Cd+DVD... maybe they found a loop hole?

also to note 'Beginning in the 1980s, many so-called "singles" have been sold in formats with more than two tracks. Because of this, the definition of an EP is not determined only by the number of tracks or the playing time; an EP is typically seen as four (or more) tracks of equal importance, as opposed to a four-track single with an obvious A-side and three B-sides'.

just by that I would define this release as a mini... but that is just me
