That's exactly what it is
It's a nod to the very early days of cinema, when film was an exhibitionistic medium rather than a voyeuristic one - which it is today. Looking into the camera from an off angle acknowledges the audience and tells them "look, I am giving you insight". It's rarely done nowadays, but it's generally understood as being that - breaking the 4th wall so-to-say.
