Well, in North America, its more like a lead single before the album is released first. Secondly, a single is released along with the album. Lastly, they release some songs to promote the album after its release.
And different people feel differently about it. Some like the North American way, because it makes the rest of the album a surprise. Others don't want to invest money because they may not like the songs, or they listen to the whole album before follow-up singles, and they are just annoying to hear on the radio. Some people like the Japanese way better because it gives a change to know more or less what going to be on the album before buying. Others think it makes the album less exciting, when all the good songs have been released already, plus the release of the album promotion song. Album tracks tend to be weaker, or less public friendly.
