Yes, she is fluent, as Tsuriko comments on the second last page: "It's been 7 years since then... The ayu who spoke in stunted English had now become someone who could converse with the foreign staff in fluent English, without the help of an interpretor, and that was only one of the changes she had undergone."
However, on the previous page with the lyrics, Tsuriko also writes that she's translating Tell All
from Japanese
to English: "The mood while waiting for the recording session to begin was unusually calm, as she translated the lyrics for "Tell All" into English with Timmy." The exact words from the booklet are "英訳", which means translating
into English.
