13,291 is the total number of seats if all seats are used. For concerts a large chunk of seats are not used because of the space the stage takes up. I'd wager maybe 9,000 seats at ayus yoyogi shows? Somewhere around there.
There is no comparison with Tokyo dome. It's definitely more than 55,000. Sporting events just use the stands, but concerts at the Tokyo dome take up the entire arena floor. But one side of the stands doesn't get used because of the stage so perhaps it evens out.
