Because both of them don't do the cutesy (not acting my age) bubblegum songs, and don't do slow emotional winter ballads that are expected in Japan, and appeal more to western audiences that way. Koda Kumi get's questioned a lot because she'll go from Taboo, to stay with me, to lovely, and then back to Ecstasy where as Namie and Utada usually keep their music in a very similar style.
