Namie's English really seems to be dependent on having a recording director helping her out with it, cuz yeah it's really inconsistent. I think it seems worse than it is because of that.
To be fair, "HEAVEN" is NOT an easy word - I hear it in Jpop all the time but it ALWAYS sounds like "hairboon" or "heybbun" or "headburn" or something.
Namie is understandable thanks to WHERE her vocals are originating from - English is a pretty throaty language while Japanese is far more nasal, so when she sings from the throat her pronunciation is much better. Ayu stays in her nasal voice so even when her mouth is doing the right movements, she sounds like she has a terrible cold & a sock stuffed down her throat, which makes it MUCH harder to understand her, and makes it so "that is" and "dance" sound almost identical the way she says them.
