Yeah my EMS parcels from tenso also are all held by customs... I think I will try registered SAL, but tenso is on holiday till tomorrow^^
My recommendation: Don't. I shipped Reg SAL with 3 "Feel the Love" T-shirts (total value ~80 USD) via Tenso and;
1. Customs still held them and I had to pay the usual customs fees.
2. It took 3 weeks for the package to even arrive in my country from the date Japan post claims it left the outward office of exchange. Perhaps reasonable for 10 dollar-shipping (you can decide that for yourself) but it feels weird when you get a tracking code just to watch it stay in Japan (presumably) for 3 weeks.
3. I had to pay an additional fee (which EMS packages are exempt from in Sweden) to the Swedish post because of their "diligent work with customs processing" or whatever (why thank you, Posten, I was very happy you took care of my package in customs for FOUR days!).
4. The payment to Tenso ended up being only about 1000 yen cheaper, and Reg SAL does not include insurance (according to Tenso, at least) unlike EMS.
My bad experience has a lot more to do with the Swedish customs and postal services than the shipping method itself, but I'm guessing Germany's customs will have similar routines to Sweden's. I would not recommend taking the gamble, but it's naturally up to you.
