I read that second floor has seats and sometimes they make first floor configuration with seats, so it depends on artist I guess. A lot fans don't want no seat configuration because they'll have to stand really close to unknown people who can also push someone to get closer to the stage or step on foot. Not to mention that the ones who come early will have to stand one extra hour before the show starts which is tiring.
