I don't think the problem lies with her music, yes there are some (plenty really) re-hashed songs but many acts out there never really change their sound and they still maintain a level of relevancy.
I'd say it's in the marketing and budgets, both of her music and her public persona, with the right marketing they could slowly change the public's perception of her and with a decent marketing push people might actually realize she's releasing stuff (not to mention the added production values to her music). Of course, none of this will turn into a huge selling album for sure but it could certainly help keep her sales consistent.
