Best albums (especially in avex) seems to be contractual so ayu might somehow delay it each time (maybe releasing another original or mini album instead).
Her 20th anniversary will take place in 2 and a half years, the question is if they will let A BEST 3 to wait until then and if they will want to make it somehow sell better than her usual albums since her drops will only continue and the increase will be less big as time passes.

It won't be enough to promote it as a 20th anniversary release though and avex and ayu will have to work really REALLY hard and find ways in order to put her back in the general public's mind, at least specifically for A BEST 3 if not in general (like DREAMS COME TRUE's compilation). Unless they don't care as much how much it sells and decent sales for that time will be enough for them.

If they won't be able to then we can see A BEST 3 selling like 35,000-50,000 tops if at all on 2018 (and that is if A BEST 3 will be released on her 20th anniversary lol).

My hopes are that they are waiting to really find ways or a special time or something to make it big (and not just because ayu doesn't want to yet), that at least her post (miss)understood hits will get the love they deserve. avex/ayu will have to work hard finding good endoresements, ayu making hit songs/song, good tie-ins (making ayu loveable and not "disliked" again) if they even intend to.
