Yeah, she has always been an "ice queen". She doesn't really speak (just some rare words here and there to get the audience pumped up) during her concerts unlike Kumi or Ayu for example.
She cultivates the image that she's not "approachable" and people really dig her persona.
That's why they go ballistic whenever she waves or smile at them.
