No, you're not underestimating Alizee. Her relationship with Mylene was pretty bad at her second record, with Alizee at one point saying something to an interviewer that made Mylene and Laurent sound abusive and controlling. Alizee then split and did Psychedelices, which bombed, and she's since tried on other genres but largely gone unnoticed. For a long time, people thought her row with Mylene and Laurent had somewhat blacklisted her. She couldn't sign a major label deal and secure promotion for her records.
To be honest, I don't think Alizee has any star quality. She's very average on stage.
Mylene is a beast though, isn't she?! 14 number one hits. There is no way another French artist will catch up to her for several decades. And you can tell Mylene isn't riding Laurent's work. She had three #1 hits in a row without his name on them. We're it not for Mylene, I would still feel uncomfortable with my sexuality. Songs like QI and Degeneration helped so much.
With regard to Taiwan, I'm surprised you didn't mention aMEI with Jolin Tsai. aMEI has been the highest earning artist every year she had a release since the mid-00s. One year, she reportedly brought in more than twice the next highest earner, even though she was technically on break for more than 6 months of that year. She also has the highest selling Taiwanese album of all time. And she's the most famous aboriginal entertainer in Taiwan's history.
