Overall, I agree that the time has passed and the only way I see if working would be done in conjunction with some kind of Japan Expo or anime convention.
The only band/artist that immediately comes to mind that consistently tours worldwide is Hyde/Vamps/L'arc en Ciel, and I really get the feeling that it is more of a passion project than something that makes them great money especially Hyde/Vamps who are consistently playing small club venues overseas.
Also the bands people are mentioning are visual kei bands, which the genre itself has a built in set of fans worldwide that are into the genre; I would say jpop in general is less popular than visual kei outside of Japan, whereas actually in Japan it is the exact opposite.

As someone who's been to a few of these concerts, I'd say I agree. I've seen a few in Stockhol and Berlin, and the venues are first of all small, not like 4000 people "small", but 800 - 1500 people small. And their shows are pretty much just the band on stage, so I don't really see someone like Ayu, who can't rely on her voice alone, doing that. All though I'd go in a second, haha!
