Because she broke her pattern. Last year should have been either another best of (she has more than enough after best fiction to release another one) or a collab album or something. The fact that there wasn't one last year, says to me that they intentionally are holding it back because it's so close to her 25th anniversary now and they want to save it for then.
Not complaining, just the number of releases last year seemed pretty small and spaced out; she's due for a slew of stuff to come out this year.
