Yeah, it's true cherry blossoms are in fully bloom in April usually, but they often start popping out in the last two weeks of March.

Last year in particular was very early, so it differs slightly year to year, but March overall is a pretty nice time to go regardless.
I'm not sure how much yen a thousand euros equate to, but I would say in this day and age, skip the hotel and get an airbnb. You can find tiny Japanese apartments for 4,000 to 5,000 yen a night. Dirt cheap and you really get the full living in Japan experience then.
