^When people compare, I think it's regarding the overall image the artist has. We always try to compare them to western artists because we are more used to them and we understand them better. Also, if you introduce an artist to a friend, saying that she's the "malaysian Britney Spears", for example, the person will already know what to expect.
I think Namie is similar to Madonna and JLo as some said, but only analyzing their career status/phases. When it comes to sound, I think it's ridiculous to say Namie is similar to A or B just because A and B has songs that he/she likes.
