The only info about the concept they gave so far is this:

あの衝撃が蘇る!
“進化した倖田來未”が2007年開催「Black Cherry」、
2013年開催「JAPONESQUE」をどう2019年にre(LIVE)するのか?
乞うご期待!
The impact is being revived!
How is the evolved Koda Kumi going to re(live) Black Cherry Tour 2007 and JAPONESQUE Tour 2013 in the year 2019?
Stay tuned!

In hindsight it's pretty clever - with a look in the social media comments it's clear that for a lot of fans Black Cherry was their first Kuu concert.
And there are also a lot of younger fans who weren't able to go to these older concerts at the same time.
Considering Japanese media reported she gained young fans with her viral hit last year even more so - getting to know her better and see something from her past.
This also might explain why she has so many dancers now. I can see her working with two different teams for both shows.
She already rotated single members of her team within a tour in the past. E.g. last year for the AND FC Tour Waka and Achi did different shows - Waka got married in May, so Achi did the April and May shows and Waka the June shows.
For the FC tour last year she also had two shows on one day for several stops.
But this was the same show and with 1,5h a bit shorter than a normal show.
She really has to restrict her MC and restrain herself from talking too much, lol.
Full schedule should be out soon.
