I understand what you're saying. It's like questioning if she had enough impact in the industry, and if you see some other artists which would say that Kumi inspired them to be singers or artists in general.
Usually those albums are for artist who caused an impact, you have Seiko Matsuda, Utada Hikaru, TRF, globe, Shiina Ringo, hide, DREAMS COME TRUE, Hibari Misora, etc. At the same point not having one doesn't mean that you didn't impact, Ayumi, Namie, Akina Nakamori, B'z, Hiromi Go, to name a few doesn't have a tribute album.
One of the reasons these albums are made is that you, as a fan of a particular singer, can give a chance to somebody else's discography. For example: I don't know DCT discography, but because Kumi did IT'S SO DELICIOUS it made me want to listen to the whole album and the original versions as well, so a win-win situation.
By the fact that some singers already did cover of her songs, even Akina which Kumi loves her, I believe a tribute album could happen at some point. It also means that her discography isn't that "closed", I believe some singers don't even allow other singers to cover them songs (like GOLDFINGER'99, Kumi is the only singer that Hiromi go allowed to cover the song).
As for artist that would say that Kumi inspired them, you have LiSA, Aoi Shouta, Minzy from 2NE1, some girls from FAKY. This is quite hard to know if you don't connect with the current acts.
