I'm guessing because the public doesn't know about it until the time of the performance and all the secret planning is done behind scenes. I think their usually done in an area where there's lots of people going in and out, Namie did one and so did hitomi. hitomi was in some mall and Namie's was I forget ^^;; but so many people were attracted they had to close Namie's down before she even go to perform.
