Your PC's DVD will definatly play the Japan version without a problem (Europe and Japan are in the same Region), and with "region free" software added it has a 90+% chance of playing the Overseas version too.
Post the model number of your consumer DVD player and we can find out if that can do all regions too. Unless your TV is more the 4 years old or very small/basic it will be able to handle NTSC; again with a model number this can also be found out for sure.
