Actually every year, the artists' earning through the public impression is based upon their income tax (hint hint!), so it's certainly no wonder why those paparazzis will tail on artists whenever they go and pay their taxes.
So if ayumi's on the highest income tax list, it's not a strange thing at all. Ever since her debut she has always been on the top 5 every year.
