Well, a good source for finding some new and mostly underground music is epitonic.com. They've got boatloads of bands there, including some really good ones (Envy, Low, Film School). I highly recommend you to look around there sometime, it's great just downloading random music and seeing what you like yourself. Some recommendations:
Envy - earcrushing, but astonishingly gripping.
Film School - check out their song 'Activated', it's beautiful!
Low - brilliant, soothing, check out 'Sunflower'.
Reizoko - something different than you're probably used too, but worth checking out, listen to 'Misk'.
Muslimgauze - avant-garde, definitely, but it's great stuff, check out 'Old Bombay Vinyl Junkie'.
These aren't foreign bands though, apart from Envy, who are from Japan, and Muslimgauze, from UK.

Scram C Baby - Trainer/Container - Holland; great rockband.
Face Tomorrow - Steering Wheel - Holland; great emo band, this is from their debut, back when they still were good (VERY good, even), they've changed styles eversince.
Alamo Race Track - Trunk - Holland; awesome band, you should actually hear the whole album as they're doing so many different things, it's like, well, wow.
