Because people were saying that BoA's "BEST OF SOUL" cover "copied" the booklet of Britney's "Britney" album. I assume someone wanted to make a cover closer to looking like BoA's that the booklet did, to say "This is what Britney's cover should have looked like if BoA really did copy her."
