That's cause letters was c/w Sakura Drops. Deep River got a PV cause of the Deep River album. I think most people expect a new pv with the arrival of the album so it makes sense that Deep River got a PV even thought it wasn't a single. It was kinda the album's flagship song.
Hopefully we can add Be My Last and Passion to this list really, really soon.
