No, it is about her mother. She has stated so herself. Any new Ayumi fans should click on the link at the top of this page that says "Masa's translations" and read them.

Ayumi meant for the Xx part to be filled in with whosever name that you want. In Ayu's case though it was, A Song For Mother. One of the other reasons for the Xx though was that Ayumi was too afraid to directly say that it is about her Mother. Which is why a few years later, she changed some of the lyrics to what she originally intended. Originally in the song she always refers to "They". In the later performances of the song she changed all the "They"s to "You." Thus no longer being afraid to specifically pinpoint her Mother.
