Yep, that's right. If you're into taking risks, you could wait to buy your ticket the very hour of the concert on Takeshita street and get it at a super low price and then run to the arena a few blocks away.
However, I'm sure lots of people get that idea, so I'd say to be safest get your tickets on Takeshita at least a few days in advance.
