I believe & is a substitute for S, because it'll sound funny...
Imagine the narrator in the TV commercials saying: hamasaki ayumi, new MAXI single, S! (Usually the narrator stresses the title of the single/abum) Now on sale. & sound so much better.

Well she might release a single titled S? Who knows? ^^

As long as the songs are bonded with quality, I'm satisfied.
