It's a rule all over the world. In Europe, Latin America, US... but everybody does it, anyway and the bodyguards doesn't care, as long you aren't with a videocamera.
Anyway, in Japan people follow the rules strictly. It's part of the culture. So, nobody takes picture, not because of bodyguards, just because they follow rules. The bodyguards in concerts aren't very effective anywhere in the world, actually, for Johnny's concerts, for example, there's lots of fan videos on the Internet...
But it's good that Japanese follow the rules at concert, because if photos were allowed, then they would go crazy. Go anywhere in Japan and there are 394829209484834902 of them photographing!
