The narration is in fact, but that's like random phrases around the whole video. What Ayumi, Chiharu, Etsu say during the interview any everyone else while working on the set, has not yet been translated -- at least I haven't seen any subtitles for "MTV's Making the video: my name's WOMEN".
The same with "MTV's Making the video: Real Me" -- there is no subtitles for it. Plus, both videos are in low quality .wmv and .asf files respectively.

Before a PV, there's a dozen seconds long clip with the behind the scenes footage. I don't know however, if every PV has a Making Off-shot, although that would be the most logical way...

I know there's narrator comments in it and he's talking about the release date of the singles and such, so I'm not sure how is it different than what's on the DVD.

I haven't really heard of an 'Hamasaki Ayumi DVD', not sure what it is, I've only heard of the A Film for XX, A Clips, Completle Clip Box, these are all clips compilation... but there was this 'A story of videoclips' or something, it was a long interview with Ayumi and her staff, interfered with behind the scenes footage from her earliest videos, poker face, You, Trust and such.
