Most DVD drives have a hardware region setting too, so PowerDVD won't help you there. Best thing to do is use DVD Decrypter to either rip a disc image to your harddrive and play from there, or burn to two discs like I do and watch on any DVD player. DVD Decrypter removes the region protection.
Her concert DVDs are DVD9, so you have to either burn to two DVD5's (standard ones you buy) or a dual layer DVD (DVD9 that you buy which is much more expensive). If you burn to a DVD9, you just need to extract the disc image with DVD Decrypter and burn. If you burn to two DVD5's, then follow the instructions on this website:

The DVDs that come with albums and singles that only contain music videos and such are small cause there's not much video on them, so they are DVD5. Therefore with those, you can simply extract the image with DVD Decrypter and then burn. Also, Tsuki ni Shizumu and A Clips Vol.2 are DVD5.
