That must mean the picture in the first post is already confirmed artists. Which also means that the other artists that appeared last year that aren't on the list (Ito Yuna, Suzuki Ami, Shimatani Hitomi) are probably checking their schedules and drafting a song list for the people at NHK to choose from.
