I thought so at first, too. But after watching the PV, I changed my thought. I think now she wrote this for her close friends, just as the song of a year before, "July 1st." And I realized why she titled this single as "&". It was the literally continuation of the single "H" as below.
"independent" --> "ourselves" (for her boyfriend)
"July 1st" --> "Greatful days" (for her close friends)
"HANABI" --> "HANABI episode II" (for her old boyfriend)
Btw, I'd like to change one part as below.
From "How many memories can I make with you?"
To "How many memories shall we make together?"
which I think is more loyal to the original Japanese lyrics.
