Since every artist is releasing A Best of albums nowdays and these albums are selling more then an original studio album most of the time. Avex was probably testing how Secret would sell and had the idea of A Best 2 since 2006. But since Secret wasn't the million seller they hoped for, they switched to plan B and couldn't wait until Ayumi's 10 years of anniversary. But that's what I think...
