When you earn an income from a job, you have to pay taxes on your income (you give a certain part of your income to the government). The amount of taxes you pay depends on the amount of money you earn. The more you earn, the more taxes you pay. That's basically how it works in America. I think it works in a similar way in Japan (feel free to correct me if I'm wrong).
