I'm not sure exactly how it was calculated, but it was some kind of point-based system regarding the success of the songs.

From Wikipedia (while not always accurate, I know for a fact that this info is):

The song spent fourteen non-consecutive weeks at number one on both the U.S. Billboard Hot 100 — after making its debut at number eighty-one — and on the Hot R&B/Hip-Hop Singles & Tracks chart. It had major cross-over success, becoming the first song to simultaneously occupy the number-one position on nine Billboard charts on the week ending August 6, 2005: the Hot 100, Hot 100 Airplay, Hot R&B/Hip-Hop Singles & Tracks, Hot R&B/Hip-Hop Airplay, Pop 100 Airplay, the Mainstream Top 40, Rhythmic Top 40, Hot Dance Music/Club Play, and the Hot Ringtones charts. One week earlier, it had become the first song to top eight charts concurrently.[23][24] According to Mediabase and Nielsen BDS, "We Belong Together" broke several airplay records in the United States: it gathered both the largest one-day and one-week audience total in BDS history, reaching 32.8 million and 223 million impressions respectively.

^Prolly something like the United WOrld Charts!

I can't believe Ashanti's up that high on the list especially with that overrated crappy song!!!

I'm surprised that Whitney isn't no.1 with I WILL ALWAYS LOVE YOU! Do you know how good that song is.....It's VERY good! Whitney's vocals where off the chain! Very moving!

Hmmm....We Belong Together is good song but still......It beat I WILL ALWAYS LOVE YOU!

Yay! Alisha Key's is on there too! Fallin' is my fave song by her....but it's about to get replaced by her new song No One! Woot! Congrats to her though.

It's no surprise that Mary J. Blige is on the list numerous of times. The lady has skill and likable songs! Yay! For Toni Braxton though! Her vocals are outstanding as well! Unbreak My Heart is her song ever! Very impressive song!

Awww.....poor Brit! Only one number 1! This is an outcry! Even though she sold like crazy, I felt that her songs where too underrated and created. C'mon now.....TOXIC was a bad-ass song that was liked by everyone yet it only reached #9 on the charts! Seriously, #9....I don't think so. Now their tryin' to cheat her again with Gimme More! We should protest this...XD! But still, she is being cheated! SHE HAS NOT WON ONE SINGLE MTV VIDEO MUSIC AWARD! THAT'S A REAL OUTCRY! Everyone knows that Brit is or was the Queen of Music Videos.....Baby One Time, I'm a Slave For You, and Toxic anyone?!!!

Yay for Deborah Cox! I LUV Nobody was suppose to be Here and gawd, the remix to that song was crazy good!

I could go on forever but I'm not.....I shut up now!

There's no doubt about this list being flawed. I mean, where's Umbrella? LOL, that's the only example I can bring right now, but I'm sure that there are more.

But the Hot 100 list is based off of a couple of things. Airplay and sales. Umbrella was #1 for a few weeks, but the reason why was likely airplay over sales. Depending on how they compiled this list, one might have been worth more points than another.

Regardless, it's compiled by Billboard...the one's in charge of the Hot 100, so I doubt they royally messed up.

I agree completely with both statements. We Belong Together was good, but its a far cry from what I would personally consider the number 1 female single of all time. Mariah has so many better ballads I can't even begin. Hero, Without You, My All, etc. ALL BETTER than We Belong Together. But I know this isn't based on the song's merits. If it was, half of these wouldn't be on there. Still, it's a pretty good list, even if Whitney's I Will Always Love You probably deserved number 1.

And whoa: "16. The First Night - Monica"...I thought I was the only one who knew and loved that song. None of my friends remember it. Well, some do, but barely.

Britney's had a very, super successful career, but her singles have never really been chart toppers for some odd reason. Her albums have though. And the MTV awards have never done Britney right. Case in point: Beyonce's Naughty Girl beat Britney's Toxic for best female video. Wth? Are you kidding me?

I love her song "Up and Down, In and Out". Not the remix featuring Snoop Dogg though.

I know that song and love it also! I also like "Street Symphony". It's so great.

It's a shame that "The Boy is Mine" by Brandy and Monica isn't on the list. That was ****in awesome and it blew up the summer of 98.

^ Yea, but this list is only solo females. Maybe there's another one with duets/groups...but I don't have the publication this was originally put in. Maybe it's on the billboard site somewhere....
