Not 100% sure though.

Unless it means that the booklet is just folded and inserted into the paper jacket like the serial numbered cards and such, which is then packaged in a plastic case. *shrug*

I would think that's a very smart promotional move. Being so cheap and compact, it makes a good present, and may encourage fans to buy it as a gift for their non-fan friends, or non-fans themselves to buy it as a tester. Like "try this out" sorta thing. And in the end, more people will be exposed to ayu and her music.
