Keiichi: I thought they were the same guy, too, but it's definitely just a matter of similar appearances / same type of guy in similar make up, etc.

House of 1000 corpses is indeed scary when i watched this movie. But yeah, it's similar but It's not the same actors, only the make-up.

This was talked about a long time ago when the PV first aired. The guys name is Sid Haig (from house of 1000 corpses). I even went to a Sid Haig fan forum and asked them about it and the conclusion was that it wasn't actually Sid Haig, but that it was definitely a tribute to him.
