Well I don't think it was supposed to get THAT crazy, I don't see why she needs permission just to walk around...
From what I saw there weren't that many cars to be interrupted and it was the fans blocking the roads anyway, not Ayu standing in the middle of them just to annoy the drivers  They'll probably fine Avex but it will also help sell the book too! I think Avex will get their money's worth
