Well 2002 was a year before online legal/digital downloads started and the single itself physically sold over a million (and the best selling single of 2002 even though it had independent and July 1st too).
Most people who were interested in this song probably already got it physically in the single/RAINBOW/A BEST 2 -BLACK-so it's probably the popularity of the song that got that many people to download it as well and it took that long.
Songs that had digital popularity were songs that were hits and released from 2003-2004 onwards.
