You have to be a member of the FC till 9th January 2018 though, so I guess lottery starts later in January.
As I said above, tickets are limited to 2 with the accompanying person not needed to be a FC member.

For live house venues , ticket balloting tends to be 2 tickets per person cos the venues are considerably smaller under hall , arena , dome , stadium

I'm surprised the accompanying person no need to be in the fanclub cos that's normally not the case

Live house capacities is normally 1,000 - 2,000+ people

Is it possible to join the fan club now and be able to apply for tickets? When ayu goes on tour they always mention “if you join by xx date you can apply for the ballot!” What is the cutoff for being able to apply for the dates of this tour?

Not really. You stated “you have to be a member of the fan club ‘till’ January 9th” which insinuates you must remain a fan club member until that date to be eligible for application (i.e. your current period of membership must extend until that date). “You have until January 9th to become a member / join the fan club” or “you must join ‘by’ January 9th” would have made it less ambiguous.

Might be the reason, why her hair looks so awful here.
She might have worn a head or another hair piece on top before.
