Whether it's a fanclub ticket or not will usually be shown on the listing for the ticket itself. Resale prices are all over the map right now, especially if you're looking for Okinawa--good luck.

You need to pay the full amount up front, and you'll need your own AnyPASS account so the ticket holder can transfer the ticket to you, and you need to bear in mind that they don't get the tickets themselves until a few days before the show so it's not like you'll get it right after you pay them.

Sites like this tend to have a guarantee in place for what happens if the ticket holder never sends you your ticket, but honestly if you don't speak Japanese I would find a friend or something who does and ask if they'd be willing to help you as there may need to be some communication involved with the seller. I'm not even sure you can create an account without a Japanese phone number.
