I think its because songs like Lollipop and Sunrise attract younger people who want the song on their ipod or w/e so they get a lot of digital sales. But ballads attract a more older crowd who still use CDs or can afford to spend money on the entire physical CD and not just 1 track.
I'm surprised they haven't announced some kind of faux singles project for Kuu since her 50th single is right around the corner.
