I seriously can't believe the low sales on this. These songs are much better then the songs on LOVE.

What/who is to blame?

They wouldn't have had the sales they did if they had been properly labeled as singles for an upcoming album. They flat out lied to the fans.

It wasn't a lie for the reason purchasers could see the content before they buy it.
Not a fraud anyway.

it just has never taken this long...
LOL, for a classical and love again I shelled out the extra 500 yen for 3 day shipping.

I think fans could smell "LOVE again" happening after buying "LOVE" and seeing "again"'s tracklist
It's a shame because the music was a lot better. I'm guessing "LOVE again" will have a massive jump in sales tho.

I had a feeling that "LOVE again" was bound to happen, but I'm especially disappointed that Ayu's production team did not even bother with a new concept, and just lazily slapped LOVE and again together quite literally in the title for a new album.
